James Chester’s Appeal to Rep. Seth Moulden to Stop Theft of His US Mail

Dear Representative Mouilden:

On October 17, 2023, I sent four letters to four individuals regarding a dispute that has existed between myself and the Boys and Girls Clubs of Boston and America (“the Club”) since September 16, 1996 pertaining to the kidnapping, rape, and torture of about a dozen pre-teen male children by Charlestown clubhouse employee James Owen Power and his gay fraternal twin Michael sometime between the last week of June and the first week of July in 1963. After that kidnapping, the Club made settlements with the parents of some of the children who revealed what had happened to them. But some children could not speak about what had happened to them. The Club made no effort whatsoever to help those silent children and literally left them to suffer for the remainder of their lives. The Club then embarked on a conspiracy to cover up the crime, and that cover up persist today.

The letters I sent out constituted an effort by me to expose that cover up and to obtain justice in this dispute. Three of the four letters were pulled out of the USPS and stolen. This was the second time my mail was pulled out of the USPS after custody was taken by the USPS. The first time happened in November and December 2021 with two letters I sent to James Power in Florida.

Of the four letters, one was sent to Matt Monkiewicz at Kayem Foods in Chelsea (USPS tracking number 9407111898765492545027), one was sent to Stephen Quigley at Independent Newspaper Group in Revere (9407111898765492545096), and one was sent to Comcast General Counsel Thomas J. Reid in Philadelphia (9407111898765492545058).

On November 20, 2023, I submitted a complaint with the USPS Inspection Service. They assigned case numbers as follows: the Kayem letter, 57256306; the Comcast letter, 57256442; and the Independent Newsgroup letter, 57256554.

On November 24, 2023, USPS Inspection Service reported to me that all three cases had been resolved. In addition, they stated “I do apologize for the delay in getting your item delivered. The item is still in transit to it’s [sic] destination. We will attempt to locate the item and get it delivered as soon as possible.”

As of today, December 4, 2023, USPS tracking reports that all three letters remain lost and undelivered. I do not expect the letters to be found, and I do not expect any of the three cases of mail theft to be resolved.

Consequently, I cannot use the USPS because my mail is routinely pulled out of the USPS system and stolen.

I demand my right to use the United States Postal Service, just like any other American.

Of note, the fourth letter went to James Bucking, who is managing partner of the law firm Foley Hoag in Boston. I have information indicating that Foley Hoag represents the Boys and Girls Clubs of Boston in their dispute with me, though this has never been declared. I also believe that Foley Hoag is responsible for obstructing an investigation that was opened by Suffolk County District Attorney Rachael Rollins on January 8, 2021, after the DA’s office leaked news of the investigation to the Club’s senior board members in February of 2021.

That letter to James Bucking is the only letter among the four that I mailed on October 17, 2023 that was successfully delivered. And I allege that the reason delivery succeeded in that instance when the other three failed is because the Foley Hoag law firm in Boston is responsible for obstructing my mail.

On November 11, 2023, I reported the theft of my mail to at the Lynn Police in an interview with Det. Tim Ferrari. Det. Ferrari responded enthusiastically but has since ghosted my follow up contacts with him.

I ask for your help in stopping the obstruction of my correspondence, restoring my right to use the USPS, and in retrieving my stolen mail.
